In February 2010, Howard retired as an Audit Program Manager from the U.S. Department of Agriculture Office of Inspector General. During a 39 year career, he specialized in auditing agricultural research, international programs, and homeland security activities. His assignments required him to travel to 35 countries. In 1995, Howard received the Superior Service Award from the Secretary of Agriculture for my review of the Food Aid Assistance Review to the Newly Independent States of the Former Soviet Union. From 1999 to October 2004, Howard served as a Senior Intelligence Research Specialist and USDA Liaison to Financial Crimes Enforcement Network.
Howard has also volunteered as the webmaster for Prince of Peace Lutheran Church in Springfield, VA from 2007 to 2011 and was the newsletter editor for his civic association from 1999 to 2003. After receiving a Bachelor of Science in Business Administration from Bowling Green State University in Ohio, rather than being drafted, he joined the Army and served as a military auditor with the U.S. Army Audit Agency in Korea.
Howard enjoys cycling on the Washington and Old Dominion and Cross County Trails and traveling. He and his wife, Arla, have lived in Fairfax since 1985 and have two grown children.
